Themis Gavel NFTs are soulbound tokens (SBTs) forever attached to your wallet. They bestow government rights over zebec protocol and chain.

The first 288 Zepoch Node holders will receive a Themis Gavel automatically. After that, Themis Gavels will have to be earned. They will be distributed to those who help promote Operation Horizon and contribute to Zebec Protocol.
